Guidelines
The Classroom Guidelines that were negotiated in
1976 as part of the legislative history of the copyright law, although never
adopted as legally binding, provide helpful guidance and should be reviewed and
consulted. The Guidelines consist of detailed parameters for photocopying,
including test for "brevity," "spontaneity," and
"cumulative effect." The purpose of the Guidelines is to state the
minimum standards of educational fair use.
